Suggest changes

Hello!

I suggest that a few changes are made:

All free files should be uploaded to Commons
Creative commons is now 4.0 instead of 3.0.
GFDL is a bad license so it should not be possible to upload files as GFDL only
Javna last - what good reason could there be? It should be replaced by a specific reason
JL-lastno - if uploader want to release as PD then Cc-zero is much better because JL-lastno is not an actual license. So I suggest to change to "Self|Cc-zero|Lastno delo, <some text> Cc0"

I suggested above to remove GFDL. GFDL is meant for software and it is not good for media because it makes it difficult to re-use the material. Motivated by the the wish of making it easier to re-use files Wikimedia Foundation Board decided in 2009 to stop using GFDL as a sole license per this message. Hello again! Today I just noticed that {{GFDL-lastno}} have disclaimers. Disclaimers should be avoided per w:en:Wikipedia:GFDL standardization.

So I suggest to change from 1 to 2
